I always purchase travel insurance for cruises, and it always is a lower price than what you are quoting -- the premium is based on the length of the cruise.
One year ago my sister and I were booked for a lovely cruise, but a month before we were due to sail she had emergency surgery.
The doctor's office did their bit with the medical proof, our travel agent did her bit with all of the details of the booking, and the insurance company paid 100% -- which we were able to spend on a cruise to Italy in March! As to which insurance to purchase, you should know that there are several choices available, and your travel agent can help you get the best one for you.

Why would you cancel the cruise?

Even if you have insurance, it doesnt mean you can just cancel the cruise and expect a full refund. I have never got insurance. Save your money, skip the insurance.

When is it? Here is the deal--during times of lots of hurricane activity (like some months where there is one out there every week) I do like to get it.
Also when I have a lot going on in my life, I would.
Let's say you have an uncle you are worried about who has been in and out of the hospital or your own health has been iffy and you may have to cancel b/c of that, it's definitely worth it to get insurance.
But for the most part on a short cruise like a 4 night, I wouldn't bother.
Right now the Pacific is having more hurricanes than the Atlantic so which side of Mexico are you going to?

It also depends on what kind of deal you are getting.
Right now I've seen several for $200-300.
Well in that case, the 25% you aren't getting back is only $50-75.
Well the travel insurance is $120 so that's obviously a bad deal.

The best way to answer that question is by considering the things that could possible go wrong and interfere with your cruise.
So consider these and you decide based on the risks of these:

1) Will the cruise be in the Caribbean or Mexico during the hurricane season, June through November?

2) Will we fly across country and chance missing a plane connection; is there the possibility of missing a flight due to weather?

3) Is someone in the family sickly and likely to cause us to miss the cruise?

4) What other things may cause us to miss the cruise?

I usually get travel insurance only when we are flying to the cruise port, but mostly when we are flying out of the country.
