If it's taxed, then it has to be insured, by law, no matter where it's parked. If it's not taxed, then it must have a SORN in place, once again by law, and any car with a SORN must be parked on private land, by law.

Yes, you must have insurance for any vehicle with a current road fund licence.
The law changed recently.
