How Does One Apply For Medicaid If Already On Medicare And Medicare Advantage?

This person is on medicare since of a disability and her only earnings is low (receives only Soc Sec disability insurance).
She did not qualify for medicaid before and has to pay $89 a month to her insurance business (I believe to supplement medicare).
I heard that medicaid was expanding in 2014.
What are the 2014 earnings limits? How and when could she apply for medicaid so she doesn't have to spend the $89 a month, which she truly cannot afford.
Would she be on each medicare and medicaid at the identical time?

Some states expanded the income levels allowing more to be qualified for Medicaid and some didn't.
If the state she lives in did then she needs to see about filing a claim by contacting the county welfare office; she will need proof of her income which she will have to get online because social security isn't providing benefit verifications during the shutdown.
If she doesn't qualify for Medicaid it is possible that she would be entitled for assistance as a "Qualfied Medicare Beneficiary." That means that, if approved, the state will pay her monthly Medicare premiums, copays and deductibles.
You apply at the county welfare office for that as well. and need proof of all income as it is based upon financial need.

If her income was low enough, she would be contacted by the insurance network she is in stating that her premium would be paid.
She should first call the insurance provider she currently has and ask them if her medicare premium could be paid for because of her income.

In January Medicaid is expanding only in some states to include people who are under 65 and with no children.
If she is eligible for full Medicaid, the state will pay her Medicare premiums and the 20% supplement cost. She should apply to her county Medicaid office now. Her income must be below certain level and her assets cannot exceed $2000 except some allowed property.
