No. Unemployed people, or anybody with an income of less than 133% of the federal poverty level (up to about $15,000 a year for a single person), will be eligible for Medicaid next year thanks to the Medicaid expansion in "Obamacare." However, this does not apply if you live in one of the Republican states that have rejected the Medicaid expansion.

If you have little or no income, you won't be required to pay a penalty if you don't have health insurance.

Yes, all residents and citizens. You pay a portion of your income (unemployment benefits?) for premiums. You still need health care even if you are not working. You can buy the lowest level of benefits and a deductible based on income. You may be eligible for Medicaid if you meet other criteria. That could mean Medicaid with or without share of cost. Depends on other factors. You can also claim a hardship exemption but then you would have no insurance.

Unemployed people aren't eligible for Obamacare thanks to the Republicans blocking the Universal Healthcare coverage so they will still be going to the emergency room and you can continue to pay for their coverage through higher premiums and medical costs.

One way or the other, we are all going to pay, through money and quality of service!! Just wait until 2014, or when ever they implement it, you'll see what I mean, and I'm sure that the people who re-elected Obama will have a moment of clarity as well!!

Obamcare isn't an insurance program.

It WILL, however, set up insurance exchanges where poor folks can purchase health insurance and they will be helped via subsidies from the feds.

OR they may qualify for Medicaid.

Either way, no.
