Morally the driver should pay anything over and above insurance.
But if driver doesn't pay, ultimately if the owner wants to have the car fixed, owner will have to pay if the driver (who was responsible for the wreck) doesn't pay.
Owner can ultimately sue driver for what owner has had to pay out of pocket.

If the driver has their own collision/comprehensive insurance, that should be the first payer.
Secondarily, the car owner's insurance will cover damages IF collision/comprehensive is carried on the car.
If not, the you'll have a battle to get the driver's insurance company to pay.
They will do all they can to deny coverage.

A license does not guarantee the driver has insurance.

With about 99% of insurance policies insurance follows the car.
That basically means when you loan out your vehicle you are also loaning out your insurance.
The drivers insurance would be secondary.
Now the driver should be a nice guy and take care of the deductible if one applies.
