The fees are based on a sliding scale.
For example, even though he is unemployed, if he has a car he will have to buy car insurance and if he gets caught driving without it he will be fined. This will work the same way because there is no such thing as a free ride, a free lunch or free health care.

Remember it was ruled a TAX.


Obama-care does NOT "force you to buy Health Insurance", It le3vies a tax, and you get a tax deduction for buying health insurance.


I know, I know, Tom-may-to,,,, To-mah-to, But just remember that semantics and parsing words is very important to these DEMONcrats.


Now, if you OWE TAXES, does the IRS give a damn if you are Unemployed?

Among those 2700 pages of "health-care" law, was a provision to hire 14,000 new IRS agents to Enforce it.

One of three possibilities: You buy a low cost insurance with your unemployment benefits income; or, you are eligible for expanded Medicaid; or you claim exempt from buying insurance for hardship.

If he does not buy insurance, all he can do is find a low income health clinic and pay a fee to them without insurance.

I believe that you're still covered.
Generally speaking at some point everyone is 'unemployed' for a period of time...and that's the problem.
When you need coverage the most you're usually without.
However, almost all people are employed more often than not, so paying into an insurance fund, as we all pay into Medicare and Social Security, will eventually just be another payroll deduction that people have gotten used to since 1965.
However for the most part people who still have coverage from their work will still retain that coverage...until employers begin to drop this benefit as many have done over the last several decades.
That's going to be the next big problem.
HEALTH INSURANCE is still in a state of flux.
The point of the Affordable Care Act is to get as many people covered as possible...'as possible' still means some will be left out and will have to be covered by other programs.

The Affordable Health Care Act is just a start...it was the best that could be done given the resistance of the GOP/Tea/Fox/Jesus party.
A better plan would be Medicare for All.
Everyone pays, nobody pays too much.
Even if a million people contribute as little as ten bucks a month, that's ten million dollars and a hundred and twenty million a year.
As of now millions of people have no venue to contribute even that small amount.
Oddly, Medicare for All would be hugely cheaper than commercial insurance and everyone would be covered.
It can't 'go broke' for the same reason the Department of Defense can't 'go broke'.
It all depends on what WE the People want to spend our money on.
Do we want an even more bloated military, or do we want Medical Insurance when we need it?
