If you are low income you may choose to buy a low cost insurance plan, or you may qualify for Medicaid, or you may be exempt based on hardship. If you buy a basic insurance plan from the insurance exchange you get a tax credit. If you have under $15,000 in annual income as a single person you may qualify for the Medicaid expansion if your state participates.

If you are under 26 you can still go on your parents insurance.

This gives you 3 options.

It's not mandatory for anyone with too low an income to afford it.
It is only mandatory for anyone with enough of an income to be able to afford it.
Everyone with too low an income to afford it won't have to afford it, because it won't be mandatory for them.

Also, the medicaid eligibility requirements will be changing, so you might be able to get health insurance for free, without having to afford anything.
