Insurance Compliance Violation?

I moved from Maryland to Tennessee just as my insurance was expiring, but still had a whole year left to my tags. When I talked to my insurance company about it, they said just to get insurance when I moved. So I got insurance before there was any lapse of insurance, and NO ONE told me I needed to switch over my MD tags. My insurance company had asked me what tags I had and I answered Maryland. Just as my tags were going to expire, my brother was in an accident in my car, and the police took the tags saying Maryland requested them back. They took the tags, and I got TN tags. I've since moved back to Maryland, switched over my license, have Maryland insurance and am trying to buy a new car. I can't get the tags because I apparently have an Compulsory Insurance Violation? I called into the MVA and was told to have everything faxed from my insurance agent from TN, but that it's at the discresion of the Compliance Agency since Maryland law requires Maryland insurance. But if my coverage was the exact same from one state to another, what can I do? It's a $3500 fine, but i thought i was going about it the right way having insurance in general.
