We got a cat from the Cats Protection League in May (UK), We got him at a reduced rate because he had been there for a long time by their standards as he is an 'older' cat (seven this month). Their normal charge is £75. I suggest you also google Blue Cross, RSPCA, and cat rescue groups.
The suggestion of a certificate for your sister to choose the kitten herself and you pay the costs is a good one. That way she's sure of getting the right kitty for her.
Part of the benefit of going to CPL is that your kitty comes already neutered and chipped, with all his shots and a months pet insurance. Other rescue groups may do this as well but this is first cat we've had from a group; the others all found us for themselves.
Also try talking to the vets in your area, and do research kitty's care if she's your first, they are a responsibility but oh so worth it.

if your sister wants a cat/kitten then arrange to take her to an animal rescue centre. they will probably wnat to do a home check before allowing a cat the be adopted. they may not have kittens avaliable, but they will have plenty of georgeous cats who really need a good home. but your sister weather she wants a cat or kitten will need to choose it herself.
i would expect you would pay between £40-£60. If adopting an adult cat then it will have probably already been neatured which will be a cost saving in the future.

Sounds like a bad idea. First, cats come with responsibilities. Buying your sister one, means she has to spend the rest of her birthday buying a bunch of stuff to keep the cat. Second, people choose their own pets. If your sister wanted a cat, she'd pick the one she wanted. Don't give living being as presents. If someone wants a pet, they'll get one herself.

Shelters are your best place to adopt. But I suggest you do not buy one for her, but instead give her a certificate that you will take her to a shelter and let HER pick out the kitten and you pay for things. In the US its about $100-200 depending on what needs to be done (sorry don't know the price in UK).

Visit a rescue centre and have a look, don't base your decision on cuteness alone, make sure it is not aggressive. Some centres are donation based and I would give £50-£75. Remember a pet is not just for Christmas (or Birthdays,) it is for life.

look for a shelter near you. The shelter that I volunteer at sells kittens for 75 American dollars and adult cats for 65 American dollars.
