If the ticket was for a state statute violation, it will go on his record unless he takes traffic school. However, if the officer wrote it under a local ordinance, then it won't go on his record or insurance. You need to check the violation he was charged with.

There are no local ordinances applicable to driving on the highways, it is all state law.
It is illegal to make a U-turn in a business district except at an intersection, or on a divided highway with appropriate lane markings.
This does not have to be posted, it is the law.
(Veh C 22102.) I think it probable that the officer told him that it would not affect his insurance IF he goes to traffic school.
Otherwise, it will be 1 point with DMV which could affect his insurance.

The scheduled fine is $234, his fine should be close to that.
Traffic school will add about $50.
He can take care of it all, including traffic school, on line.

It'll probably go on his record. if he takes traffic school, it won't show, thus insurance not affected.

He got a ticket. That doesn't mean he's been charged. He can try to fight it and get it dismissed. I don't know about Cali, but in Texas you can get a ticket dismissed by taking defensive driving.
If he is found guilty and has to pay the citation, it will go on his record and will affect his insurance rate.

Yes it will, because it's a moving violation.

Insurance goes from $795.00 a month to $1,350.00 a month.

Next time, maybe he'll see the No U-Turn sign.
