Does A Person Who Is Receiving Unemployment Insurance Benefits Consider In Labor Force?

Labor Force are those working or actively looking for work, so generally speaking yes, as those collecting UI benefits are supposed to be actively looking as a requirement for receiving benefits. But if for whatever reason someone has not looked in the previous four weeks, s/he would be not in the labor force regardless of benefits.

As badly worded as that question is the answer is still no. If you are receiving benefits you are not part of the labor force.
